Das Recht auf Einwanderung aus moralstrategischer Perspektive: Ein Plädoyer für eine Ethik der Integration

Abstract

Eine Ethik der Integration kann den aktuellen öffentlichen Diskurs über Migrationspolitik bereichern. Dazu ist es jedoch erforderlich, über die idealtheoretisch geprägten Debatten der politischen Theorie hinauszugehen und eine moralstrategische Perspektive einzunehmen. In diesem Beitrag werden einige Grundlagen einer pragmatischen Ethik der Integration geklärt, wobei drei Fragen im Zentrum stehen: Was sind die Kriterien einer gelingenden Integration von Immigrant_innen? Was sind die auf Integration bezogenen Pflichten und Rechte der Institutionen und Bürger_innen eines Landes, das Immigrant_innen aufnimmt? Was sind die auf Integration bezogenen Rechte und Pflichten von Immigrant_innen?

An ethics of integration can contribute to the current public discourse about migration politics. For this purpose it is necessary to surpass the ideal-theoretically coined debates of political theory, and rather follow a moral strategic perspective. This essay clarifies some foundations of a pragmatic ethics of integration whereby three questions are most important: What are the criteria of a successful integration of immigrants? What are the integration related obligations and rights of the institutions and citizens of the country, which takes in the immigrants? What are the integration related rights and obligations of immigrants?
